Update glossary.md expanded member definition and PMC member references

In response to recent conversation about the use of "a PMC" to refer to a member of a PMC, I propose:

- an edit to the definition of 'member', since the ASF uses it in at least three ways.

- a note on not referring to a PMC member as "a PMC".
