Remove consumer unnecessary locks (#9261)

### Motivation
1. The `ConsumerImpl` has many unnecessary locks for thread-safe Queue, such as `Queues.newConcurrentLinkedQueue`, `GrowableArrayBlockingQueue`, `ConcurrentLinkedQueue`
