Add configuration files for stale PRs and Dependabot

What changed:
- Created `stale.yml` for managing stale PRs with scheduled checks.
- Added `dependabot.yml` for configuring daily updates for GitHub Actions dependencies.

Why:
- To automate the management of stale PRs and keep dependencies up to date.

Maven Core Integration Tests

Integration tests have been merged into Maven core repository.

Branches are still available:

maven-3.8.x for Maven 3.8.x
maven-3.9.x for Maven 3.9.x
maven-3.10.x for Maven 3.10.x
maven-4.x for historical reasons (should not be used)
