Jenkins: Add Jenkinsfile
JIRA: MADLIB-1466
We now have a multi branch pipeline job on apache cloudbees jenkins
instance. This project needs a Jenkinsfile which defines all the stages and
steps of the pipeline.
We currently run the following
1. rat check tests
2. compile madlib
3. Run dev-check and unit tests
