設定しなかった場合のフォールバックモジュールとして設計されています。
どのような承認リクエストも単に拒否します。</p>

レベルとして定義されていますので、通常はこれよりも低次の
モジュールは存在しません。ですから

(<code>On</code>) のままにしたほうが良いでしょう。</p>
