Patch for XALANJ-2176 reviewed by Christine Li (jycli@ca.ibm.com). Replaced characters in Javadoc comments that were encoded in ISO-8859-1 with HTML character entity references. This avoids any problems with editors, IDEs or versions of javac that make faulty assumptions about source encodings.
