Apache license update per XALANJ-2328
Apache would prefer no copyrights from others in the code,
and would like to remove them where possible, and it is
very possible to remove the IBM copyrights here.
As an agent of IBM I removed the IBM copyright which was this:

I don't think that the use, duplication or disclosure of these parts is subject to the restrictions
that it mentioned. These are not major stylesheets here.
Nothing else anywhere has an IBM copyright so this one
was the anomaly.
