VCL-1069 Added call to 'w32tm.exe /unregister' early in Windows.pm::configure_time_synchronization. This seems to have fixed intermittent odd behavior. Added optional message argument to Windows.pm::get_current_computer_time for debugging. Added Version_6.pm::get_time_service_events. This was used for debugging but isn't actually called from the code.
