[UIMA-1935] use version 1 of parent pom, change this pom's version system to single digits starting with 3, add and make use of properties for the version of things being released (note: this will need to manually changed when features are released, from SNAPSHOT to non-snapshot levels). Set for the released levels. Remove Ant version - inherit from parent. update ant configuration from tasks (deprecated) to target, improve / update comments.
In site.xml - add non-incubator dist point for mirrors, comment out 2.3.1 version of deploy editor - not yet ready.
