[UIMA-6456] UIMA Parent POM 15 release

- Handle case where Tycho generates a "consumer pom"
- Sign POM using antrun because the maven-checksum-plugin:files goal does not support "appendFilename"

Apache UIMA Parent POM

This project contains the top-level Maven Parent POM for the Apache UIMA projects. The parent POMs in the various sub-projects of Apache UIMA inherit from it.
