[UIMA-6320] Clean up parent POM

- Remove many outdated comments
- Remove explicit setting of java version in the compiler plugin because the values set there are the default values anyway
- Formatting
- Remove dependency management of JUnit 3
- Update mailing list information (remove defunct gmane, remove markmail, add apache ponymail as main archives, add old ASF archives as secondary)
- Remove rat exclude for files in uima-build-resources - these should be added in the uima-build-resources pom.xml
- Update some variables for upcoming release

Apache UIMA Parent POM

This project contains the top-level Maven Parent POM for the Apache UIMA projects. The parent POMs in the various sub-projects of Apache UIMA inherit from it.
