The following components are operator invariant.

• c_api: NNVM C API
• core: NNVM core data structure
• pass: NNVM pass

The following components are generic NNVM compiler and defines tensor operator set

• top: NNVM core tensor operators
• compiler: NNVM compiler toolchain
