Merge pull request #1437 from elsloo/1.5.x_bump_version_1.5.1 Bumped version of Traffic Router and Traffic Monitor to 1.5.1.

Certainly not perfect, but hopefully good enough to get going for an administrator using the rpms, and for brave developers to start looking in to helping the project move forward.
