Add source and binary distro descriptors.
* The source distro packages up most artifacts (with the exception of things like the DOAP).
* The binary distro packages:
- L&N
- Taglib jar file
- Examples and sample apps war file
- TLD for human readability
- Taglib source Javadocs
- Examples war Javadocs
- TLD doc plain HTML (not with site style)
This is pretty close to what we had before, with the exception that the docs are now packaged outside of a war file (which incidently also happens to be better IMO).
