Revert series_limit > 0 check - original logic was correct

When series_limit is 0, it means no series limit, and the series limit
logic should be skipped (0 is falsy). The LIMIT 15 issue must be coming
from elsewhere.

Superset can query data from any SQL-speaking datastore or data engine (Presto, Trino, Athena, and more) that has a Python DB-API driver and a SQLAlchemy dialect.
