On the 'mo-betta-two-url-merges' branch, lose some notification stuttering.
NOTE: This needs to be fixed on trunk, too.

(notification_receiver): For a 3-way merge, don't keep repeating the
notification header for every non-operative notication simply
because we happen to have seen exactly one operative notification so far.
