On the 'issue-4116-dev' branch:  Get svnrdump_tests.py passing again
over all RA layers.

* subversion/svnrdump/dump_editor.c
  (close_directory): Don't bother generating a second "change" record
    for a directory if there are no propchanges to dump for it.
  (change_dir_prop): Only dump pending changes when they are
    associated with something besides the current directory.
