Fix the build by exposing a required API at the intra-library-level.

(resolve_to_defaults): Rename from this...
(svn_wc__resolve_to_defaults): ...to this.
(svn_wc__read_entries_old): Update caller.
* subversion/libsvn_wc/entries.c
(read_entries): Update caller.
* subversion/libsvn_wc/entries.h
(svn_wc__resolve_to_defaults): New.
