On the 1.9.x-rep-cache-db-fixes branch: Merge r1741096, r1741200 from trunk.

Add private version of new SVN_ERR_SQLITE_ROLLBACK_FAILED error code,
since we cannot backport it as is without breaking compatibility between
patch versions.

  r1741096: Rollback an sqlite transaction in case we fail to COMMIT it.
  r1741200: Following up on r1741096, simplify the error handling code.
