On the 1.6.x-future-proof branch:
Better future proof, and provide a nicer error.

* subversion/libsvn_wc/questions.c
  (is_inside_wc_ng): Don't bother reading the format number from the sqlite
    database, just set the format to some insanely high value and then provide
    a more useful error message.
  (svn_wc_check_wc): Update the caller to is_inside_wc_ng().
