Backport branch 1.1.x-mailer.py: Make changes not corresponding to any trunk
revision - inline a piece of required code which is importable from svn.core
1.2 and later, but is not available in 1.1 and earlier, and change calls to
use the local version.
* tools/hook-scripts/mailer/mailer.py
(escape_shell_arg, argv_to_command_string): Add implementation.
(Popen3, Popen4): Use local implementation.
