On the 1.6.x-svn_fs_commit_txn branch, merge in r1052068 from trunk.
Flush out svn_fs_commit_txn() and svn_repos_fs_commit_txn()'s
documentation.
* subversion/include/svn_fs.h
(svn_fs_commit_txn):
Note that an invalid revision number is guaranteed to be returned
if the commit fails.
* subversion/include/svn_repos.h
(svn_repos_fs_commit_txn):
Document how a successful commit is determined.
Document how a post commit FS processing error and a post-commit
hook error are chained together.
