STANBOL-969 SemanticIndex for enhancements is implemented.

* EnhancementSemanticIndex indexes all enhancements of the submitted ContentItems. These documents can be queried over sparql endpoint of the project.
* Default configuration is added for the creation of the default EnhancementSemanticIndex
