[SPARK-53741][BUILD] Upgrade ORC to 2.2.1
### What changes were proposed in this pull request?
This PR aims to upgrade ORC to 2.2.1.
### Why are the changes needed?
To bring the latest bug fix version. Although we upgraded ORC Format independently, ORC 2.2.1 is the first official version with ORC Format 1.1.1.
