SLING-12773 - JCR Packageinit should always install SNAPSHOT packages (#11) Adjust the ExecutionPlanRepoInitializer, when configured to do so, to only check hashes for execution plans that do not reference SNAPSHOT packages.

This project creates a SlingRepositoryInitializer initializing the JCR Repository by installing packages from the FSPackageRegistry through configured ExecutionPlans.
Such execution plans are for example configured through the Content Deployment Extension.
