Fix our variable naming in the CMake build. CMake's pkg-config finder
sets BROTLI_INCLUDE_DIR when searching for the Brotli libraries.

* CMakeLists.txt,
  build/FindBrotli.cmake:
   Use BROTLI_INCLUDE_DIR instead of BROTLI_INCLUDES.
