Follow up to r1979: only pause writing to the connection when the (ssl) bucket
explicitly told the context loop to do so.
* outgoing.c
(write_to_connection): Only set the stop_writing flag on the connection when
status SERF_ERROR_WAIT_CONN was returned when reading from the outgoing
bucket chain, not for APR_EAGAIN.
