More sizing improvements for the MPMs.
Add -threadsperchild, make sure that
MinSpare and MaxSpare have a bit of delta and
MaxClients is above MaxSpare.
This reduces occurences of sizing based warnings
especially during httpd test framework runs
with worker and prefork MPM.
