Reapply "Bump github/codeql-action from 4.34.1 to 4.35.0" (#1037)

This reverts commit c11639bff3ff520de194ef1a5dda453f74f61dbe.

Finally it was a Docker temporary issue since it worked for 24.09 just after.
At least let's see again...
