Fixed compilation against Linux 5.9+ capability.h. They should be defined without the "CAP_" prefix to avoid clashing with the corresponding definitions in `linux/capability.h` - and be consistent with other capabilities.
Apache Mesos is a cluster manager that provides efficient resource isolation and sharing across distributed applications, or frameworks. It can run Hadoop, Jenkins, Spark, Aurora, and other frameworks on a dynamically shared pool of nodes.
