[utility] auto-detection of cloud VM instance type

Added a utility to auto-detect the type of VM instance for
AWS, Azure and GCE public clouds.

Follow-up changelists will make use of this functionality if
auto-configuring the built-in NTP client upon startup of kudu-master
and kudu-tserver.
