Removed LICENSE.apache and NOTICE.base as the basic NOTICE/LICENSE files are already added by the maven remote resources plugin. Removed junit license from LICENSE.txt as none of our packages include the junit.jar anymore. Added custom NOTICE to the tester META-INF resources so that its jars have correct references for the included resources (mainly the yaml tests sources) (JSPF-67)
