Look in both incubator and tlp directories

We cannot account in the stats for when a project may have graduated. As
the download location will change upon graduation, we should look at
both the /incubator/foo/ and /foo/ locations for stats for project foo,
using a multiple match.

ASF Infrastructure Reporting Dashboard

This serves as the basis for the ASF Infrastructure Reporting Dashboard, used to display various statistics and live charts on data pertaining to a wide variety of infrastructure aspects at the ASF as a unified dashboard.
