Parent POM for builds of Taverna Workbench, Command-Line and Platform

Supplies Version number constants for all the main Taverna dependencies. Adds in shared Maven build and reporting steps List repositories to be used.

This doess NOT conatin a section so does NOT do Project Aggregation.
