[2.4.x] CI: Add the sanity workflow from trunk (#897)

* Merge 698461f106 (r1937505) from trunk:

CI: Move the APLOGNO() check out of the build matrix.

It needs only a checkout: of the 23 seconds it took as a matrix job,
one was the check and the rest was installing packages it never used.

* .github/workflows/sanity.yml: Added, for quick checks which need
  nothing built.

* .github/workflows/linux.yml: Drop the job.
