Reorgnize the test case so the new WAGED expand cluster tests are not skipped. (#670) TestNG cannot handle test classes inheritance well. Some of the tests are skipped with the current design. Move the logic to the new test class so it is no longer a child of another test class. This ensures all the test cases are running.
