Add management mode pipeline registry and switch logic (#1769) Management Mode Pipeline will help check the cluster status and determine whether the default pipelines can be run. One use case is, it will help controller to decide when it can exit the cluster freeze mode. This commit adds management mode pipeline and logic to switch from/to the default resource/task pipelines.
