Clean up Makefiles and start running all the unit tests * Remove non-existent applications * Most importantly, start running all the unit test. This should include 500+ new couch tests. * Noticed `local` application was flaky and periodically timing out in CI. Since it's a transitive dependency of jaeger, let's skip running it for now. It's a bit in the same category as brcypt, meck and hyper.
