you probably have a global cordova install, you can try running npm install cordova@11 -g to install cordova globally.

If you want to use a local install, you can try prefixing using the npx command, e.g. npx cordova -v

The global install is the preferred way of using cordova, I'm not sure how well tested the npx local install method is.

I guess the equivilant is where if you‘re using command propmt, or Get-Command if you’re using powershell

based on your npm install output, it looks like the current user is User, so the User paths to appear first.

your shell seems to be logged in as User, or npm is configured to store it's global modules under the User user, based on your npm install output

I don‘t install anything related to npm globally, I think it’s a sure way to get things corrupted. I think the right way to do this is installing locally and create a script in the package.json file. If you need something that is not in the package.json file use npx. I‘ve tested this a lot with both angular and cordova. It works. This is especially important if you have branches with different version or you are thinking about upgrading cordova and you want to do it in a branch etc. I can’t stress this enough... Don't use global installation...
