Jenkins using new python versions in the matrix (#1174)

* update Jenkins matrix to use available python versions in the latest runner image

* Use earliest and latest supported python runtimes for smoke test

* Remove C* and DSE versions that are EOL'ed

* make ccm-private work with python 3.10+

* use pynose to replace nosetests so that it can run under Python 3.10+, before PYTHON-1297 gets merged
