data/projectconfig.yaml: Remove %{fix-pyc-timestamps}
Removing this because:
o Newer versions of python don't use timestamps in pyc files anymore
o No references in buildstream core refer to this variable anymore
o We don't have an ICLA on file for the original contribution of this
We can safely add this to external python related element implementations
if it is needed.
This closes issue #1409
