[BUILD] Fix master build after release 4.9.0 Descriptions of the changes in this PR: *Motivation* when creating branch-4.9, maven release plugin doesn't bump the version for stream modules. *Modifications* run `mvn versions:set` to manually fix the version for all modules Reviewers: Jia Zhai <zhaijia@apache.org> This closes #1909 from sijie/fix_master_build
