[BP-62] Refactor read op, and introduce batchReadOp. (#4190) ### Motivation This is the fourth PR for the batch read(https://github.com/apache/bookkeeper/pull/4051) feature. Refactor read op, extract ReadOpBase. Introduce batchedReadOp.
