Create a Jenkinsfile to configure new ASF CI env - create a Jenkinsfile configuration - the file is copied from Andor Molnar's work on Apache ZooKeeper project This will run the tests on JDK8 and JDK11 for every active branch on the repository Reviewers: Sijie Guo <None> This closes #2407 from eolivelli/fix/jenkinsfile
