[BP-62] Batch read protocol change: Support encoding and decoding for batchReadRequest and batchReadResponse (#4177) ### Motivation This is the first PR for the batch read(#4051) feature. Protocol change: Support encoding and decoding for batchReadRequest and batchReadResponse
