Fixes #2596

*Motivation*

The isForceGCAllowWhenNoSpace does not work for the DBLedgerStorage.
Currently, the behavior of the isForceGCAllowWhenNoSpace is It is a
disk listener to decide whether to start the compaction task while
the disk of the Ledger almost full. It should be the same behavior
when we call gc endpoint manually.

*Modifications*

- Add dir listener for the SignleDirectoryDbledgerStorage

* Add listener number tests

Apache BookKeeper

Apache BookKeeper is a scalable, fault tolerant and low latency storage service optimized for append-only workloads.

It is suitable for being used in following scenarios:

  • WAL (Write-Ahead-Logging), e.g. HDFS NameNode.
  • Message Store, e.g. Apache Pulsar.
  • Offset/Cursor Store, e.g. Apache Pulsar.
  • Object/Blob Store, e.g. storing state machine snapshots.
