Restore javadoc aggregation after the axis2-spring scope change, refresh DOAP

apidocs aggregates axis2-spring's own sources (includeDependencySources over
org.apache.axis2:*), so javadoc compiles its org.springframework imports. Those
became provided and therefore non-transitive, which broke the Site job while the
Java 17/21/25 jobs stayed green -- only the aggregation needs them. Declared
provided here too. DOAP also gains 1.8.1, 1.8.2, 2.0.0 and 2.0.1, and points at
git rather than the retired SVN trunk.
