Fix PKG_PROG_PKG_CONFIG() missing macro in earlier pkg-config versions (caused configure failure on axiom) Axiom now ships with it's own pkg.m4 file in order to guarantee the minimum macros needed. Fixes issue AXIS2C-1647.
