MINOR: [Java] Downgrade gRPC to 1.65 (#43839) ### Rationale for this change Newer versions don't run in all CI pipelines due to protoc using a newer glibc. ### What changes are included in this PR? This reverts commit 4af1e491df7ac22217656668b65c3e8d55f5b5ab. ### Are these changes tested? N/A ### Are there any user-facing changes?
