[#6007] Better installation of subproject in bootstrap. Don't leave a c.user/project Default subproject is now named, not first tool in test project, and with a wiki instead of no tools. This also stops leaving a c.user and c.project around. So many tests are updated to explicitly set up a c.user or c.project if they were relying on that.
